This is the politically correct way to say ICE needs to focus attention on the known enemy, radical Muslims engaged in jihad against the United States. The vast majority of Hispanic laborers come to this country to work. Their presence is more of an economic problem than a national security problem. In fact, I believe most Latino laborers do jobs that U.S. citizens don't want to do. The H1 visa program has more of negative effect on the wages of Americans than those who entered illegally.
ICE is a political pawn just like its predecessor, the INS. Politicians don't want an effective immigration enforcement agency. They talk the talk but never walk the walk. Immigration enforcement in the USA is all smoke and mirrors. Round ups are dog and pony shows designed to advance the careers of over paid bureaucrats. If the President and/or the Congress wanted a viable ICE, Julie Myers, the child lawyer and John Torres the angry runt would be not be in charge.
Politicians want very limited immigration enforcement. Politicians see illegals in the interior as potential voters. However, the same politicians know they can sell strict border security to both the left and the right. REAL interior immigration enforcement is a no win proposition for politicians.
The Border Patrol is part of CBP, not ICE for a very good reason. Amnesty will solve BOTH the interior enforcement problem and the ICE problem in less than a year. If ICE wasn't dead on arrival, the eclectic combination of security guards, air marshals, immigration agents, customs pilots, boat captains and special agents was certainly in critical condition. Julie Myers sucked any remaining life out of the agency the day she, an unqualified 36 year old "staffer", was anointed the ICE Princess.
Myers lost Customs Air & Marine Branch to CBP and the Air Marshals to TSA. She gave away Customs investigations to the FBI and got stuck with FPS because nobody(including her) wanted them. She allowed DRO to dominate and minimize the Office of Investigations. She will soon lose the Office of Professional Responsibility to the DHS Inspector General. International Affairs will end up over at CBP in the aftermath of pending indictments. Veteran managers and agents from both legacy Immigration and Customs have fled to other agencies or retired by the hundreds.
Soon nothing will remain at ICE but incompetent managers who weren't smart enough and/or good enough to bail, rookie ICE agents, unwanted FPS agents/officers and the Office of Detention and Removal Operations. Myers' appointment of John Torres as her deputy in charge of operations on Monday was simply over kill.

The agents in Boston did a great job of putting it all together. However the results reported in this article are typical and goes far to explain why agents are so disgusted with this agency.

I was there and half to say that was one of the most well organized, well planned, and well executed operations I have ever been on. What frustration is that? The frustration of Immigration Judges that give legal advice? The frustration of Catholic Charities assisting foreign invaders? The frustration of American citizens turning a blind eye to their loss of identity? Or just the frustration of having a job where the people in charge consider the employees the enemy? If she understands these frustrations, I empathize. But if she really understands what's fair and right, those numbers of people still here illegally would be a lot lower and I'd feel safer.

SHE understands the frustration?!?
