OK, take a group of people – any group, but in this case American blacks. Then, have an entire generation of *other* people (1960′s and 1970′s) commence telling them that nothing is their fault, and furthermore that they should not need conform to society standards of behavior and education.
Finally, for the perfect storm, introduce a welfare system that pulls the father out of the household yet encourages unfettered child bearing.
Voila! Permanent underclass.

How come Gangs arent such a problem in Mexico who are dirt poor? However their offsprings born in America and everything is given to them and they somehow have no desire to work anymore like their parents. Wow, how liberalism can take a work ethic from their parents and thier children figure out work is not necessary when you have “right to entitlements.” Previous immigrants had no “rights to entitlements” and guess what they passed it on to their children. Liberalism is killing the “American Dream” of opportunity. Now come to America and pick up a check.

I think you have to understand that black and Hispanic gangs are a vital means to reinforce their racial identity as drug-dealing, murderous, ignorant low life gangsta scum. After M.L.K. and the courageous civil rights era no white American would have the guts to GIVE them this identity. They have to create it themselves.
